I stand by my previous answer:

You need generally skilled people (pref with a specialism) for
all posts, I feel, else it causes much stress, inefficiency,
politics, etc. Sure, make sure you recruit open-minded people
who won't cling to dead babies (à la NT), but they still need
to know and understand what they and their team are doing.
