Agreed - this is what I would class under the "lack of strategy"
problem. Uni webs tend to be trying serve many different purposes at the
same time, and probably do it badly - technically, this can be addressed
- different classes of visitors could see a site more tailored to their
needs BUT it takes effort and until some top level direction is
provided, (the sort of statement that says we want X delivered to Y) this
effort will probably be wasted or applied inappropriately.
