It may also be worth looking at the flush mechanism. In the UK,
legislation requires a siphon mechanism which cannot be stopped
during the flushing process, whereas on the continent, mechanisms
that can be stopped are applied. This allows the user to stop
flushing whenever it is required. Hence it is not absolutely
necessary to build a dual flush system when interruptable flushing
mechanisms are used but it might involve some education of the user.
It may also be worth looking at the hydraulic design of the siphon of
the toilet where the water is standing. After a considerable dump, I
found UK toilets impossible to flush in one go, even with the large
cisterns they still have, whereas in Switzerland, I need a quarter of
the water, i.e. half a Swiss cistern to flush the same amount.
