The UK water industry is now heavily into a system known as 'Urban
Pollution Management' (UPM). You'll need a big manual but it works and
drives enviromental improvement at minimum cost, ie prioritised!
UPM and the previous systems we used ie Catchment Management Plans can
be completed by several UK/Canada/USA based consultants Reid Crowther,
Montgomery Watson etc.
