Thanks to all who responded with information about young people's cafes. Myself and my colleague are following up the various suggestions, but thought that others might be interested in the replies so far. These include:
1)Information about a " young person run cafe is opening in Nottinghamshire- called Planet Funk. From what

which is user-led and might direct you to information.
3) ".. the BHF health promotion research group in Oxford. they have been evaluating community cafes in Luton I think. "

General advice gained from running music clubs suggested that it is not so critical that the actual management of the facilities be in the hands of youth".. but that youth, meaning 17-21 year olds, be involved in the programming and promotion of the facility. in other words, it is very important to get a feel for what appeals to the youth in your area in terms of services and atmosphere. one key element is the music that is played.

Another American contribution was: "..it can work if you can get the youth invested. Ours went off the rails because we hired adults to help them and the adults took over and tried to control it. I wonder if you could do it as a co-op with a high school...do you have those? then the kids could run it and get
credit for it...that adds to motivatiion!!"
