General celebration of the feast of the Conception of Mary seems to have
been authorized late in the MA. What I read about the feast tags its
general celebration to Sixtus IV, after a failed effort by the Council of
Basel to define the doctrine of the Immaculate Conception following its
break with Eugenius IV.
Tallon says in his book on the French at Trent that the French delegation
gave up its efforts to get a dogmatic pronouncement made by the council.
