At least under the author, Malvetius/Malvezzi/Troilus this text is not
held by any American library as an incunable (according to a quick check
in Goff). An equally quick check in RLIN turned it up in a late 16th
century copy, held--as it turns out--by Columbia University; it's in the
Law School Library under the call number M 040 T71 v. 14, leaves 97-103.
It may be that you couldn't find it in Germany (this edition, that is)
because of it being internal to a larger work; a cataloguer here at
Columbia evidently took the trouble to catalogue each component of the
larger work, which seems to be in 18 volumes, as follows:
*Tractatus universi iuris* (Venice: [Franciscus Zilettus], 1584-86).
