There are several ways to cite a discussion list. The proper format depends on the bibliographic style used in the paper or article at hand.
Here is an example of author-year style:
Russell, Keith. 2018. “Quoting the list and referencing the list.” PhD-Design. JISCMAIL discussion list post dated: Monday, 1 Oct 2018 21:37:21 +0000. URL: https://www.jiscmail.ac.uk/cgi-bin/webadmin?A0=phd-design Date accessed: 2018 October 1.
Here is an example of MLA style:
Russell, Keith. “Quoting the list and referencing the list.” PhD-Design. JISCMAIL: Monday, 1 Oct 2018 21:37:21 +0000. Web post. Date accessed: 2018 October 1.
Here is an example of Chicago humanities style:

Here is an example of APA style:

When in doubt concerning bibliographic format, an author should ensure that the citation conforms to the format used for other entries. It often helps to ask a reference librarian.
IMHO, there is no need to query the author if one wishes to quote published material. This is not a matter of politeness. It is a matter of standard practice across all published sources. We don’t query the authors of books or journal articles. We don’t query people who are quoted in newspaper reports. There is reason to query a cited source if one wishes to know what the author has to say now or has to add to published comments. If not, there is no reason to contact the author, and it is not impolite to quote published material without doing so.
