Hi,
There is no simple rule for a threshold as it depends on the type of motion, the length of your dataset, the SNR, the resolution, etc, etc. If you have not just tried ICA to remove your motion components (either manual classification or automated classification via AROMA or FIX) then I would recommend that you try that before excluding subjects.
