Sadly, Fil /et al/, as you well know, they walk among us -- happily
smearing their own excrement over themselves and splattering others.
Always have, always will.
And you're right. Tighter controls would go a long way to reducing this
sort of thing on the list. It's not our job to provide therapy to
predators. Someone else can do that.
I do like your image of "off to bed with no dinner". Again, not our job
to parent in an attempt to encourage full personhood.
But, in the interests of sustaining the health of the list, without
falling into any traps, members can tune their antennae to be
collectively vigilant and ensure zero response to the provocation: no
reply of any kind, no clicking on links, just "delete" and "empty trash"
-- something that hopefully we all do regularly on all lists to which we
belong, regardless.
In collaboration with list service providers, list managers could
independently explore reverse paths to determine source(s) so that
everything from those points is blocked.
