The answer is yes to both questions - the min/max controls the colours assigned to the voxel values, which in this case are ( 1-p) values. So a range of 0.95 to 1, will assign the full colour range to voxels with significant values, will a range of 0 to 1 will assign the full colour range across the range of all possible p-values.
