I would argue that this state of flux makes EBP problematic insofar as you are faced with more diversity that makes particular problems hard to frame in established categories, nevertheless crucial as an approach to the problems you want to solve (this is the "analytical approaches" you mention below). The complexity and constant motion shouldn't be an excuse to shun sound evidence-based methods.

Those first two items are simply the superficial consequences of tacit knowledge kicking in.
The reliance on tacit knowledge can also become a problem, because it can lead to reinforcement of certain routines that might prevent you to find new and improved ways. I think that is where the designer's mindset (or "design thinking") makes the difference, because designers are more open to finding (or carving) new pathways in their way of thinking.
The "Vision of what is possible" is what I find the crown jewel of expertise. That's what will get you such insights as Kekulé's or Einstein's.
