The University of Portsmouth has quite a lot of these town plans. They were bought when I still worked there twenty years ago.

Subject: Soviet Military City Plan Holdings
Dear All,
As part of my current PhD studies, I am compiling a list of global holdings of Soviet military town/city plans, produced by the General Staff of the Soviet Army from the 1940s onwards.
It would be very useful indeed if any libraries or universities holding such plans could provide details of their collections (title, scale, edition etc.) or direction me to this information should it already be publicly available online.
Many thanks to Cambridge University Library, the British Library, National Library of Scotland and National Library of Wales who have already provided me with this information.
