I had an inspection last week. The inspector never mentioned the stationery which was clearly out in the open. In fact he told me that if we took away the cover sheet, we could use the rest as scrap paper.
So you just had a picky inspector.

I have just had an inspection visit, I was picked up on the fact that even though our exam stationary was locked in the exams cupboard it was visible rather than being locked in a filing cabinet or cupboard. I can see nowhere that states this in the yellow book other than the fact that awarding body specific answer booklets must be stored securely at all times.
Surely being on a rack in a locked exams cupboard which meets the inspection requirements is secure enough. I am beginning to feel that they just have to look for something to criticise.
Where do the rest of you store your stationery?
