Needs to be external access with whatever tools they have at home, so network drive isn't suitable.

How organised does your repository need to be?
Are your users computerate enough to place documents in folders in a shared drive on your network?

I'm after something that is first and foremost easy to use for the none IT type.
I need it to be able to hold documents. Upload and download. And that is pretty much it.
Moodle is out - too complicated.
Google docs - too difficult.
Any other ideas?
