We are required by awarding bodies to "have in place procedures to verify the identity of all candidates at the time of the examination or assessment" (JCQ General Regulation 2012-2013 as an example). In the past I have been willing to accept College ID cards but recently I have become increasingly concerned about the ease by which one can be obtained. However, our catchment area is not a particularly rich area and a significant minority of students have no Government issued ID (Passport, Driving Licence etc) at all.
In theory nobody is likely to enrol on a "long course" in order to sit an exam for another person, but I do wonder about short courses (such as PAT testing) and GCSE re-sits where the teaching is compressed into a couple of days.
