In Islington Reference Library we don't have a policy we've never felt that one was needed, most regular users shelve the books themselves and the ones left on the tables are shelved by the staff when they walk around the library, it's never been an issue (if you'll excuse the pun!)

I haven't used lispublis for a long time. Apologies if I have made any errors.
I'm interested in how public libraries return reference stock to shelves (after use by library customers).
Do you ask them to leave the items on the desks, and have teams that then do the replacing? Or do you ask customers to put items back themselves?
Does anyone have any policies on this that they would be willing to share with Birmingham Libraries?
