Matthew is correct. The spec hasn't changed in some time. I actually coded up a client for our OCR system DEDOCR and it was the same then - that was 2 years ago.
My understanding is that we can all keep sending ARTEmail requests in whichever format our clients are setup to send, but the further these drift from the spec the more rejections and mismatches you'll encounter.
You asked if all customers will be moved over to BLDSS. I am told by Beth Hardy in our Customer Services team (Beth's been dealing directly with BL) that all customers will be moved to the new system in April because the BL are (or are about to) making redundancies in the team which does the ARTEmail request checking - so the humans in the loop are no more.
After some reflection I would encourage all sites using ILL to send helpdesk requests to III regarding this issue and maybe quote our call number (c1334689 (LEEDS)). At least this way if it comes down to a group lobby we can list all the individual call nos, which should indicate to III the size of the issue.
