"No" is the simplest answer. The commonest meaning for Archpriest is
what is now called a (Rural) Dean or sometimes a "vicar forane"
(possibly also an "episcopal vicar".) You would appear to be thinking
of "Monsignor" when used as courtesy title for a vicar-general.
