Dear John,
In normal case receiving any orders, including prima tonsura, required
bishop. In case of some papal dispensation or other odd monastic
privilege allowing prior or abbot to confer minor orders, acolyte
would have been the last of those. Then bishop would be needed for the
three major orders (subdiaconus, diaconus and presbyter).
