I think the key phrase is "the information they hold". Having a licence to access information on someone else's computer is not the same as "holding" it. There are advantages in letting someone else provide your information but there are also disadvantages. (They impose the conditions.)

I think the licensing of e resources is really changing library services and access for many outside the 'core' groups of users. I have been looking at interlibrary loans - see worrying statement from the USA by the Association of Scientific, Technical and Medical Publishers that could effectively end interlending. I hadn't thought about alumni, emeritus staff etc in this context, but it seems to me that the benefits of being offered continued access to an academic library are, potentially, severely restricted with regard to access to current research information held in electronic format not being available.
I dislike the the erosion of the rights of libraries to make decisions to make decisions about who is allowed to see the information they hold. This seems to me to be a significant change which has been creeping up on us over many years.
