ABSTRACT
Standard methods of transport appraisal are carried out assuming fixed patterns of land uses. This presentation will first explain why this is so, and the complications and potential errors that can arise from allowing land uses to vary. Secondly it will consider the arguments either for continuing with the standard approach, or for modifying it. Thirdly it will consider possible changes to the approach, and the issues arising from these for both the calculation and the interpretation of appraisal results. The ideas discussed will be of general relevance to trying to appraise transport proposals which are likely to bring about changes in land-use, whether or not a land-use/transport interaction model is used, though such models would be required to implement some of the possible advances.
About the speaker
David Simmonds has been Director of David Simmonds Consultancy, since 1990 (also Associate, Hague Consulting Group, 1993-94), working mainly in land-use/transport/economy interaction including, in particular, the design and numerous applications of the DELTA package. David's first degree was in Town and County Planning at the University of Newcastle upon Tyne. He did his PhD on use of urban models in planning in the Martin Centre at the University of Cambridge. David was previously an Economic Research Assistant, Group Planning, London Transport Executive (now part of TfL), working in particular on corridor models for public transport. He moved on to be a consultant and subsequently Technical Director, Marcial Echenique& Partners, 1983-1990, working extensively with the MEPLAN package, including participation in the ISGLUTI project. He has worked on the appraisal of a variety of major schemes and policies, and contributed to the research work carried out both for SACTRA's report on Transport and the Economy and for the Eddington Transport Review.
