My masters research at Indiana University was a project on SKS Splitting focused in the Caribbean, South American, North American triple juncture. The quick answer to your question is that it is very difficult to determine where in the path splitting occurs and usually requires trying to figure out through other methods what splitting times are realistic for shallower parts of the earth and then back that out of your overall splitting time with the remainder being taken up by Mantle anisotropy. However, it's been several years since I've been closely involved with this research so I would suggest a good resource which just came to me via this email copied below. I've included the persons contact information who put this site together. The site seems to be a great resource for finding other papers as well as looking at SKS and SKKS splitting measurements that have been made globally to-date.
