To my previous note, I should add that while there is no cause for rejection on the grounds of plagiarism in Terry's current case, there may be other causes for rejection.
The failure to demonstrate adequate preparation for research training is one cause. It must also be permissible to reject a student who is too ignorant to undertake PhD study.
And claiming publications by misattribution while claiming every artwork as research might mean that one is simply not qualified for a PhD program.
In most universities, a student is required to show that he or she is prepared, ready, and able to do graduate-level research work before he or she is accepted to a doctoral program. The university chooses the best applicants among those who are qualified.
