I think it's a bit of each - AIUI there are some grounds to believe that Kashif's
ops jobs are having some trouble getting through the WMSes, and that the
Steve Lloyd tests show that there may be generic WMS issues at the moment.
What's not completely clear (at least to me) is how relevant the Steve Lloyd
WMS monitoring results are to the performance that Kashif's ops jobs would
be getting through the various WMSes. Clearly the ops jobs are prioritised at
the sites but they may not be at the WMSes. However, if the Steve Lloyd
WMS test results are purely reflective of site load, and not at all of the state
of the WMSes, then they don't tell us anything about what's going on with the
ops jobs.
