Individual Flickr users have the option, for any given image, to allow
other people to add tags. If it's allowed on the image you're
interested in, you can add machine tags (or "triple tags") in the form
geo:lat=52.123456 geo:lon=1.987654
Such tags can be used on other sites, equally - I use them to tag
posts on my blog, for example:
http://pigsonthewing.org.uk/bacchus-bar-bad/
Its also possible, for images which are not open to third-party
tagging, to put the tags on a separate site, such as a wiki, or your
own blog, or even tweets, along with a UID-tag:
geo:lat=52.123456
geo:lon=1.987654
flickr:image=123456789
or:
geo:lat=52.123456
geo:lon=1.987654
image:uri=http://example.com/123456789
other tags (date, subject etc) can be added in the same way.
