There is ample evidence of lawbreakers in late medieval Dutch cities that were ordered to carry a candle of a certain weight (the worse the crime the heavier and therefore more expensive the candle) to wear in the next procession dressed in their shirt. It was a fine (the laying out of money to buy the candle) and a penance in one go. Mind you, this was secular justice.
