This is a fascinating debate!
Forgive me if I'm being naïve - but can't, non-members already access subscription services - albeit within the confines of library - if you provide temporary/guest membership to PN PCs?
Should we be charging for folk to look at reference books too?
There'll always be someone ready to 'buck the system' - I still think it's suppliers who need to tighten-up their act if this is becoming and issue. They have the invested interest after all!

Well in North Yorkshire this "feature" is already being used "allegedly" by one local history society to access resources we currently don't subscribe to.
