Does that mean the copyright is owned by the world's public, or just UK
nationals? The NPG is a national museum of the UK, so by this logic the
citizens of the UK own the copyright. But in this NPG case it's a US
citizen potentially/allegedly infringing copyright (and to the best of my
admittedly limited knowledge of UK copyright law, this is in fact what has
happened, whether that's just or not)- should the US government pay tax
money to UK museums so the copyright can belong to its own public as well?
For what it's worth, I think the NPG charge waaaaay too much for their
copyright licencing, but I also believe and respect that they are within
their rights to manage their copyrights as they see fit within a legal
framework, and that is what they do.

Indeed. Much like the principle behind the Free Our Data campaign. Yes,
there are lots of subtleties and complications that this glosses over,
but the big picture has to be, we own the stuff as members of the human
race and the society that pays for their acquisition and maintenance.

The copyright to objects owned by publicly-funded institutions should
belong
to the public. Any restriction are likely counter to the institutional
remit
and certainly against the public interest.
