Never mind the tech aspects - I'm with Phil Blume on all this - it's public
money, they're public collections (largely) and they ought to be seen by as
many people as possible. Many people can't get access to objects or
collections because of issues around physical access, perhaps because of
geographic distance or disability or whatever. We must connect things up.
We need - if we're going to open culture up digitally - to indemnify rights
holders against the notion of damage or loss to copyright value using some
sort of indemnity fund. It's not just '2000 uk museums' whose content and
collections need to be set free like this, it's much more than that.
If we're serious about getting our culture in front of a world audience by
2012 (which would be my hope, I guess) then we need some radical solutions
[like an indemnity fund] to give cultural producers/publishers the
confidence to engage with all kinds of digital users; whether it's Google
Base, mashup fiends, members of the public on phones, data users adding
value to RSS, people at computers in libraries, at home, in research groups,
etc.
Ten shillings worth for now...

The copyright to objects owned by publicly-funded institutions should belong
to the public. Any restriction are likely counter to the institutional remit
and certainly against the public interest.
