Dear Glenn,
This is an accurate reflection of Deming's views. In Deming's perspective
and in the Toyota Way, all are responsible. Anyone on the production line
can stop the line. When the line stops, everyone involved in the production
process will converge on the problem point to analyze and solve the problem.
