You could apply the Standards of the Health technology assessment (HTA) methodology. That is a political science. Cochrane and systematic reviews finish with evidence and its level, HTA finish with recommendations, other matter is what policy makers do with those recommendations.
There are several manuals on that just let me know if you need further help.

Asunto: Clinical policy guidelines
Wondering if anyone is familiar with standard methodology that is used in
the clinical policy arena. Mostly interested in the adjudication process
once the literature search has been completed.
Is there a standard similar to the Cochrane?
