The problem is that unless the conference organisers themselves publish the
conference papers (whether designated as a conference proceedings, or as a
book published by a commercial publisher or university press), they will
have no direct knowledge of the eventual publication of papers. Unless there
*is* some guarantee of publication, the authors will usually present
'preliminary' version of their paper, which may not be recognisable in any
eventual journal article (if any), whether arcane or not.
