Many thanks to Jim Murrell, Georg Winter and Patrick Overy for responses to my earlier question. I think Jim's answer is the most comprehensive, so for the rest of you, with Jim's permission, here it is:
Hi Ian
there are two types of decision - Phase 1 cases are those that are
cleared without the need for in-depth investigation. In this instance
only a notice of clearance is published in the OJ - the full decision
appears only on the DG Competition website. Cases that go to Phase 2 -
ie in-depth investigations - are ultimately translated into all
Community languages and published in the OJ (although the trend now
seems to be to only publish a summary in the OJ as these cases can be
hundreds of pages long). It's probably best to search the database on DG Comp in all instances unless
you specifically need an OJ version of a Phase 2 case.
