If you do have an interest in starting a new journal, I know of two
major publishers that are interested, but I expect that any reputable
publisher is more than willing to run with a good proposal for a
while. I see things like Bentham as ... curious, because A... if you
want to go open, you can do it today for free on the basis of your
labor and reputations and B. if you want to do it with a reputable
press, the editors are always asking for good proposals. So, I agree
with Ken, we should be wary of Bentham and similar efforts, like cgp
and such.
