I hae to say this, but when I came to East Dunbartonshire we did not levy
fines for the late return of stock. Fines were then introduced for
various reasons, and the issues went up by one third. This was people
renewed the books that they had on loan. When there was no penalty, they
did not bother with renewing their books and our issues suffered
accordingly.
Of course, and here I am speaking as an individual, we could ask the
library suppliers to develop a programme for automatic renewals - which
would do our issues wonders, and mean that we would never have to bother
with fines again. Until, of course, someone asks us to find a revenue
replacement for the funds that we are no longer raising for the Council's
coffers.
