Quite simply because *in practice* we have to *negotiate* these mandates
with representatives of the academics who will be doing the deposits. In
order to convince them to put a mandate in place, they want answers to
all of the issues that surround working practices, incentives, copyright
and so on that have been rightly brought up today.
What you simply call "keystrokes" and "mandates" are in reality far more
complex issues, though they can be overcome, which will then lead to the
kind of Green OA archiving you advocate. For this to happen, you must
allow us to talk about what we need to address when dealing with our
institutions and academics. You can't just hit the problem with a big
hammer. I'm not a pro VC and I can't simply dictate what will happen -
for that matter, neither can a pro VC without taking it to committees of
academics who themselves will ask all of the questions we raise.
Plus the mandate in whatever form, once in place, requires a support
service to help academics do what is expected of them, including
guidance, training and information. Again, all these issues will be
raised.
