The thirteenth century in Spain saw a series of works on the sacraments.
Pere d'Albalat (archb. of Tarragona) published his Summa septem
sacramentorum possibly in the very late 1230s or early 1240s, and church
council legislation was explicit regarding the sacraments; Lleida's bishop,
Ramón Siscar, published what is essentially a tract on the sacraments in his
synodal constitutions of 1240, and Valencia's bishop, Andreu Albalat,
published a short treatise on the sacraments in the first eight of his
synodal constitutions of 1258. There was even a vernacular treatise on the
significance of the mass written during the early thirteenth century,
possibly in Aragón as well. I haven't read the Latin texts, I'm ashamed to
say, but they (presumably) will be explicit about the importance of the
sacraments.
I might have missed a reply to George O'Ferrozco's question about St
Patrick's birthplace (deep in green Guinness as I was), but Thomas
(Christianity in Roman Britain, 1981) argues for a northern origin, which
seems to be pretty much a consensus now -- as far as there is consensus
about anything Patrician.

The Summula (1240) of Bishop Walter de Cantilupe contains a very
similar section (37, "The Articles of Faith"). (This Summula is
printed in Councils and Synods attributed to Peter Quinel in 1287; J.
Goering and D. Taylor published an article about them in Speculum 67,
no. 3 (July 1992): 576-94.) Either there is a common source or one
is based on the other. Maybe this will help us date Edmund's work?
I would guess there is no continental precedent. One possible
English source might be in a work of William of Montibus (J.
Goering's monograph gives descriptions and incipits of all his
works). At the least he includes the seven sacraments as the twelfth
article of faith in his Numerale.
For a better answer, you might email Dr. Goering (at the University
of Toronto).
Let me know what you discover, especially about the date of Edmund's
work.
