Yes, BUT:
1. the Report is to Ministers, who decide if/when it will be released into
the public domain, and/or whether/when no/any/all recommendations
will be implemented, and on what timescales
2. not only Ministers, but also the Secretary of State and even the Prime
Minister have changed since the process was set in train
On a related issue, perhaps others also noticed the lack of any mention
whatsoever of the overriding requirement for 3-year below-inflation
public sector pay settlements in the back-patting statement from
Gordon (Brown) relayed today to (presumably) all NHS staff. What's the
point of setting up independent Pay Review Bodies to ensure equitable
pay rates then ignoring their recommendations? Can Government
accurately forecast cost of living changes and/or inflation for 3 years?
Why should staff pay be fixed for 3 years when NHS units are
prevented from making agreements for more than 1 year for either
supply or purchase of (most) services? How can we attract & retain
appropriate staff to provide NHS services if AfC implementation
inequities tie our hands behind our backs?
"lunatics" and "asylum" may come to mind . . .
