I think the advice on that page: "Identity Providers should use this
logo on the page requesting the user ID and password for the
federation." illustrates part of the problem.
Users have no such thing as a "user ID and password for the
federation.", and we (as a library directing users to resources) don't
want to suggest to them that they do have such a thing. It will be
confusing if SPs ask for one.
