If they are members of AQA, or another examining body (i.e. they appear
in an appropriate directory of that body, maybe for the purposes of
access to its' own online services), then that organisation could join
the UK Federation and act as their Identity Provider.
The whole point of Federated Access Management (facilitated by
technologies such as Shibboleth) is that there is no 'central register'
to join (for examiners, students, lecturers or anyone). Organisations
that are already 'managing identity' for a group of members act as
Identity Providers. Organisations that are managing online services act
as Service Providers. (And federations are just middlemen that put IdPs
in touch with SPs).
