I agree totally! Part of the reason I'd like to get feedback from other institutions is so I can include this feeling into our guidelines. Is your institution planning to write any formal guidelines for staff in using Turnitin and passing on student work to external users? At the moment, we have guidelines on using the system and the University's policy on Turnitin. We pass on paper requests internally but haven't sttled on a policy for external requests.

Even in those cases, I think there is a strong need for people to agree. For one thing, if it's known that your institution does not agree to requests, you'll quickly find that other institutions will play hard ball with you. (One cannot reasonably be part of a community, and receive the benefits of that community, unless one is prepared to contribute when requested). And once your students know that, well, then you're in the soup. So, it's a decision with huge implications.

That's a really useful suggestion and something I'll follow up. I agree that there are many cases where matches occur due to common source texts that student have used although I have heard of institutions following up cases of plagiarism across campuses. This is where I wonder if we need guidelines in handling these sort of matches rather than clicking the easiest option?

We don't yet have a set policy, but, I think that if you're going to refuse, there do really need to be clear reasons. You're right that the whole spirit of TurnItIn in relies on it. If you make it common practice to refuse, others will do the same, and then, when you need something, it will be refused.
I have only received 2 such requests (one turned out to be from another Faculty at our institution) - in both cases, it just turned out to be students who had consulted the same texts (legal documents, mainly) and had quoted large chunks in order to bolster arguments.
You might want to see how your students feel - if I were a student, and someone plagiarised my stuff, and my lecturer had a chance to do something about it, I would want them to. So, perhaps a starting point might be to check with that student first.

Dear all,
We've been using Turnitin for the past academic year here at Kent and we have now started to receive requests from other institutions for papers written by Kent students for possible matches to work submitted to Turnitin. Sending our student's work to other institutions is something Kent is reluctant to do for various reasons and I wondered if any other institution has dealt with this and possibly written guidelines for their staff on how to respond to external requests for student papers from Turnitin? I know that some institutions are just not responding to requests and not sending requested papers but this seems to be going against the spirit of the whole Turnitin system. Any tips?
