I'm not so sure.
RADSTATS is precisely (and uniquely) the forum for such very occasional
discussion--
(a) I spent several weeks (& got paid) using (& developing) mildly
interesting statistical techniques doing a [US] Government study which -
make no bones about it - looked into changing the fertility patterns of
low-income girls in the range 12-20. Indeed, this report disappeared for
all time, nor have I seen anything along the same lines (Govt. or private)
in the 22 years since (other than the private CRACK
(http://en.wikipedia.org/wiki/Project_Prevention)
However the public acceptance of eugenics may well, as stated, be changing
(see
'painless infanticide and euthanasia can be justified in certain special
circumstances' http://en.wikipedia.org/wiki/Peter_Singer).. and, I assert,
has been expressed in typical brutal American fashion in some State welfare
laws which would be unthinkable in the UK.
(b) Professional Feedback is therefore welcome on such Statistical subjects
(whether funded by Govt. , Foundations, or self-funded). Yes, I did give one
paper on the above to the Washington Ops. Res. & Man. Sci society (WORMS),
and beefed it up with comments on Singapore's Educated-elite-fertility
bonuses.
(c) I would say that these eugenically-related topics - which are and should
be of vital concern to taxpayers (erm - see the CRACK article above for some
heart-rending data) - are among those poor-relation Statistical areas (and
areas in which Statistics must play a part) which are chilled by the
complete, politically-driven, absence of Govt support, and (in the UK) by
disgraceful job-related victimization. (Leaving just non-UK academics; some
UK ones, but only at distinguished Univs., and those Statisticians who are
retired , or - like me - make a living in completely unrelated fields).
Therefore, long may RADSTATS prosper.
