Hi,
In the UK, as David Durling pointed out, a large number of Universities
offer PhDs in design, including Industrial Design
They include:
University of Central England, Birmingham
Goldsmiths, University of London
Coventry University
University of Leeds
University of the Arts London
University of the West of England, Bristol
University of Ulster
University of Dundee
Robert Gordon University, Aberdeen
Northumbria University, Newcastle
Nottingham Trent University
Brunel University
Lancaster University
University of Brighton
Salford University
And I am sure there are a good few that I have overlooked or was not
certain about. A good reference source is the Art and Design Index to
Theses, compiled by my colleague Tom Fisher, together with Judith
Mottram from Nottingham Trent Univ.

Oh I nearly forgot :o) my own university does too:
Sheffield Hallam University
We support PhD research across a wide range of design and fine art
topics and also have a one-year MA degree in research for Art and
Design, which is a good preparation for Doctoral studies or for anybody
who would like to bring a research dimension into their professional work.
