No.
This is a job for general practice (conventional, old fashioned, not
"Walk in Centres" etc.) and within such practices there should be
room for delegation by GPs to others as appropriate.
I can't think of any time when a certificate from a WiC would be
worth the paper it was written on.
Physios might in some circumstances appropriately certify for
musculoskeletal problems - worth further thought at any rate.
