I forget who made this statement, but I assume you are referring to the
early period of icons, pre-1261. One reason for it is that the *type*
of the Virgin was well-set by the 6th century & Byzantine icons did not
innovate, certainly not with the Virgin.
However, the decoration of icons with gold & silver revetments & jewels
& crowns is known from the 10th-C in Constantinople, thought I am unable
to tell from a quick look at my source [/Byzantium: Faith and Power,
1261-1557/, Metropolican Museum of Art catalog, 2004] whether this
includes known crowns for the Virgin, though this was happening by the
14thC..
Innumerable post-Byzantine icons of the Virgin wear added these crowns,
though the painted image may show her with a veil. I have a silver
17th-C crown from an icon, a flat moon-shaped piece, highly ornamented,

A Cretan 17-18thC crowned Virgin, the iconography influenced by 500+
