Dear Bethan,
Although some of the other internet consultations on that
page specifically give an option "or by post" this one only
seems to be inviting people to fill in an online
questionaire. The background document also asks for
relevant case studies. Perhaps the best way out would be to
send hard copy of your submission, if no electronic version
is available, attaching the first pages of the form
allowing the material to be published by the Commission
from the beginning of the questionaire.
