Seems to me you might be more interested in designing a new kind of
'built environment' here, and not a car.
Cars are for transportation. No matter how decadent and overpowered a
sports car or SUV it might be, it still gets you from *here* to *there*.
Replacing a car with something that isn't (necessarily) a mode of
transportation suggests to me the real change is in the environment in
which this kind of transportation is necessary.
Just a thought.
