I mean by individual user, so if Fred has been on the training course for
the Virtual classroom for example he can use it on all his course but bill
who helps has not been on the courses so can not use the tools.

Do you mean by user, or by course role?
To some extent you can get round this by being selective about the user
interface hook the building block uses. If something should be seen by
all users in a course, then you build a course tool. If you just want
instructors to see it, then you can build it as a Course Control Panel
tool instead.

I would like to gauge the level of support for an enhancement that would
allow the system administrator to indicate for each course tool whether
it should be available or unavailable by default.
Is this requirement unique to us, or do others also think this would be
useful?
