JISC Funding Announcement to the Further Education Sector
Owing to financial constraints the Learning and Skills Council (LSC) has
reduced the level of its contribution to the JISC budget by 27.3%
overall. In order to meet this reduction, which has been targeted at the
specific areas of JISC's activities outlined below, and in order to meet
the revised requirements of the LSC, the JISC Board has agreed to
consolidate JISC's services to the further education sector in England
around the following areas of activity:
* the maintenance of JANET connections to all further education
sites;
* the continued support of the Regional Support Centres (RSCs);
* access to other advisory services;
* the continued use of the delivery services at datacentres (EDINA
and MIMAS);
* access to all current content under existing licensing
agreements.
The funding cuts therefore fall entirely in the following areas, which
will regrettably no longer be available to the English further education
community:
* the opportunity to apply for funding for development projects;
* involvement in the specification, input and direction of
activities not covered by the list above;
* the active dissemination of the outputs of development
activities;
* the procurement and production of new online content.
These changes will take effect immediately. All existing FE services
will continue to be maintained for Scotland, Wales and Northern Ireland.
This reduction in funding means that the LSC is no longer a full funding
partner of JISC but will take up associate partner status and will
remain a significant contributor to JISC. English FE representatives on
JISC committees will continue to serve for the remainder of their terms,
and JISC will continue to advise the LSC on relevant strategic issues
affecting the post-16 education community in England.
This initial response by JISC was required to address budget issues for
2005-06 AY, and the pattern of support for FE services in England beyond
July 2006 has still to be determined. This consolidation of JISC's
activities has been made in order to meet the evolving priorities of the
LSC while at the same time minimising the impact on the further
education sector in England, whose needs JISC remains committed to
serving, within the funding framework agreed with the LSC.
